Inside NOSSCR: NOSSCR Election Process Begins

NOSSCR is beginning the process to select circuit members for NOSSCR’s Board of Directors. Our by-laws provide for the election of one Board member by NOSSCR members in each federal judicial circuit. In addition, if the membership in a single circuit exceeds 250 members, that circuit is entitled to a second Board member. If the membership in a single circuit exceeds 500, that circuit is entitled to a third Board member.

Our by-laws also provide that in order to be eligible to be elected a member of the Board of Directors, a candidate must have been a member of NOSSCR for not less than two years at the time his or her name in placed in nomination.

Based on our present membership, our 2011-2012 Board will have:

  • One representative from the First and Tenth Circuits
  • Two representatives from the Second, Third, Fourth & DC, Fifth, Seventh, Eighth and Eleventh Circuits
  • Three representatives from the Sixth and Ninth Circuits

Each member of the Board of Directors serves one two-year term, which expires at the time of our annual fall conference. These terms are staggered.

The President of the 2011-2012 Board is Charles Martin.

We will hold elections this summer for the following Circuits:

  • Second Circuit: One seat
  • Fourth & DC Circuits: One seat
  • Eighth Circuit: One seat
  • Eleventh Circuit: Two seats

I have appointed four NOSSCR members to the Nominations and Elections Committee, and I thank each of them in advance for their service:

If you would like to have yourself or another NOSSCR member considered by the Nominations and Elections Committee as a candidate for election to the Board, request a Candidate's Statement from NOSSCR: (201) 567-4228. The completed Candidate's Statement must be received by NOSSCR no later than July 26, 2011.

The Nominations and ElectionsCommittee’s list of nominees will be sent out on August 1, 2011, to all NOSSCR members in circuits conducting elections. On August 31, 2011, ballots will be mailed to all NOSSCR members in those circuits conducting elections. Completed ballots must be received by NOSSCR no later than October 21, 2011. Ballots must be sent by mail to NOSSCR, 560 Sylvan Ave Suite 2200, Englewood Cliffs, NJ 07632.

Note that the Board of Directors has amended our by-laws to eliminate a process whereby prospective candidates can file a petition. All prospective candidates must submit a Candidate's Statement to the Nominations and Elections Committee.

The election results will be announced at the NOSSCR business meeting in San Antonio on Friday, November 4, 2011. At that time, the Board will also announce the results of its members’ election for the positions of Vice-President, Secretary, Treasurer and At-Large member.
